Jun 28, 2018 · It was not bugged in all versions. I fought the Contingency and the Unbidden a lot between 1.8 and 2.0.1 and they expanded at least a bit in all versions. I managed to lose against the Vehement in one of my first tiny galaxy 5x crisis game and they occupied the entire galaxy with ease. Edit: And insane AIs could contain a 2.5 x crisis too ...

I have 27 custom empires made that I want to spawn in game, however despite putting the option to force them to spawn in game, I'm only getting 19 or 20 spawning out of the 27, being replaced with randomly generated empires.

The fix is to assign as many empires to "Random" starting system as possible and make sure they don't use duplicate unique origins. Ideally, no more than 3-4 custom empires should start somewhere other than "Random". Using max galaxy size also helps a lot. Now all empires spawn without problems.
